The SOIMS Framework was developed in accordance with the recommendations of the International Association of Oil and Gas Producers. It defines the standard corporate requirements for ensuring the integrity of operations and is applied in SOCAR's enterprises.
SOIMS provides a close connection between different areas of activity within the company and aims at implementing operations according to uniform procedures.
SOIMS includes 14 main areas of activity, i.e. 14 elements. Each element comprises clear objectives and requirements.
Element 1. Leadership, commitment, and accountability: involves operational managers ensuring compliance with the requirements of the standard and promoting its improvement.
Element 2. Personnel, competency and training: includes necessary knowledge and skills of employees to perform their duties, regular evaluation of competencies and overall development of employees.
Element 3. Safe operations: The main purpose of this element is to identify risky behavior and non-standard conditions that may endanger occupational health, minimize their impact, and prevent unpleasant incidents.
Element 4. Operational risk assessment and management: involves conducting analyzes and preparing risk management plans for risk assessment and management.
Element 5. Emergency preparedness: involves the organization of the emergency management system, the implementation of the operations in accordance with the crisis and emergency response plans.
Element 6. Incident management: includes investigation of incidents (accidents, mishaps, incident avoidance, etc.) that occurred during operations, implementation of preventive measures to prevent recurrence, and notification of stakeholders.
Element 7. Environmental protection: emphasizes determination of environmental impacts, waste management in accordance with the "zero waste to the environment" principle, and the need to implement environmental restoration measures.
Element 8. Management of change: All temporary or permanent changes in operations and activities shall be managed in accordance with the existing System.
Element 9. Quality Control of Operational Processes: All operations on design, construction, etc. should be organized in accordance with healthy, safe, environmentally sound, local and international standards.
Element 10. Contracted services and materials: Procurement activities are required to ensure compliance with the Company's strategy and SOCAR standards.
Element 11. Performance assessment and continuous improvement: aims to evaluate the effectiveness of activities and implement development opportunities.
Element 12. Integrity, maintenance, and reliability: The aim being to avoid loss of primary containment and maintain structural integrity throughout the life cycle of the facility and equipment in question.
Element 13. Information, documentation, and effective communication: includes managing, storing, protecting, and ensuring accessibility of data in accordance with corporate requirements.
Element 14. Compliance assurance and regulatory advocacy: involves the preparation and execution of all operations in accordance with the regulations established by the relevant law and internal rules.
