Israfil Mammadov

Member of SOCAR Supervisory Board

Israfil Mammadov was born on the 26th of July 1973. In 1990-1995 he attended the School of International Economic Relations at Moscow State Institute of International Relations, from where he graduated with a degree in Economics. He attended management programmes in the School of Business, Stanford University (2017), School of Management, Yale University (2017) and Business School, Harvard University (2018).

In 1995-1996 he worked at the Department of International Economic Relations in the Ministry of Foreign Affairs of the Republic of Azerbaijan. In 1996-2007 he worked for the Embassy of the Republic of Azerbaijan to the United Kingdom of Great Britain and Northern Ireland. In 2007-2008 he was the representative of the State Oil Company of the Republic of Azerbaijan in the United Kingdom of Great Britain and Northern Ireland. In 2008-2013 he was Chief Investment Officer at SOFAZ (State Oil Fund of the Republic of Azerbaijan), where he also worked as Deputy CEO in 2013-2019. By the Decree of the President of the Republic of Azerbaijan he was appointed CEO of SOFAZ on the 29th of November 2019. Since 2019 he has been a Member of the Supervisory Board of Southern Gas Corridor JSC. In 2019-2020 he was a Member of the Financial Stability Board of the Republic of Azerbaijan. Since the 9th of September 2020 he has been a Member of the Economic Council of the Republic of Azerbaijan. In 2019-2021, he was a Board member of the International Forum of Sovereign Wealth Funds, and from the 24th of September, 2020 to 6th of July, 2022, he was an independent member of the Supervisory Board at VTB Bank OJSC.

By the Order of the President of the Republic of Azerbaijan of the 23rd of January 2021 he was appointed Member of the Supervisory Board of SOCAR. By the Order of the Prime Minister of the Republic of Azerbaijan of the 3rd of February 2021 he was appointed Member of the Commission on preparation of “Socio-economic Development Strategy in 2021-2025” in accordance with “Azerbaijan 2030: National Priorities for Socio-Economic Development”.
