CALL FOR OPEN TENDER

for Procurement of Works, Services and Software for Construction of Corporate Bank of Geological and Oilfield Data

SOCAR now invites bids from eligible and qualified bidders for the following works, services and software:

·         the software required to build, populate and operate the SOCAR corporate bank of Geological and Oilfield Data (which will also serve as a National Databank);

·         installation and integration of the software;

·         training for SOCAR staff;

·         loading of the pilot dataset and on-the-job training;

·         maintenance and support for the software.

Bidding documents are prepared in Azerbaijani and English languages. Interested bidders may obtain bidding documents and additional information from the following contact persons:

Bidders shall submit following documents in accordance with the forms provided in the bidding documents not later than 17:00 (Baku time) on 01.10.2009:

-          Bid application form;

-          Bank  letter on financial standing of the Bidder for the last one year;

-          Full title, legal status, charter, registration country and address of the Bidder;

-          Information about experience in similar works, technical and personnel capacity of the Bidder;

-          Information about the members of the personnel of the Bidder and their experience in similar works;

-          Bank guarantee in the amount equal to 2 percent of the bid price (shall be valid for not less than 120 banking days from the date of the bid opening).

Bids and other required documents must be delivered in Azerbaijani and English Languages, in three sets (one original and two copies) in sealed double envelopes to the Tender Commission at the Division of Information Technologies of SOCAR at the address Azerbaijan, Baku city, AZ 1000, Neftchilar Ave.73.

Following criteria will be taken into consideration during the evaluation of bids:

-          Price;

-          Quality;

-          Experience in similar works;

-          Proposed methodology and approach;

-          Experience of the personnel.

Bid opening will be held at 15.00 (Baku time) on 05.10.2009 in the conference room (the 3^rd floor) of the Administrative Building of SOCAR at the address Azerbaijan, Baku city, AZ 1000, Neftchilar Ave.73. A representative of the bidder may attend the tender opening.
